    The Philippines was one of the first countries recognizing  that hunger and poverty are interrelated and mutually reinforcing concerns challenging society today. While information on the magnitude of the hungry and poor families is available and generated through surveys, identifying those who are the hungry and where they are located is still a problem for policy makers and program planners.

    A situation that exists when people lack secure  access to sufficient amounts of safe and nutritious food for normal  growth and development and an active and healthy life. It may be caused  by the unavailability of food, insufficient purchasing power,  inappropriate distribution, or inadequate use of food at the household  level. Food insecurity, poor conditions of health and sanitation, and  inappropriate care and feeding practices are the major causes of poor  nutritional status. Food insecurity may be chronic, seasonal or  transitory.

    The presence of factors that place people at risk of becoming food insecure or malnourished, including those factors that affect their ability to cope.
    Information and Mapping Systems (FIVIMS) to address this need. The establishment of FIVIMS in the Philippines formally started in January 1998, with the designation of the Philippines National Nutrition Council (NNC) as the national focal agency for FIVIMS by the Department of Agriculture. In 2005 it developed and adopted its Manual of Operations that allowed it to kickstart its activities in the country.

    In July 2006, given the hunger situation in the country, President Gloria Macapagal Arroyo,  decide to implement an all-out drive to cut hunger incidence by half within one year. The Arroyo administration adopted a holistic approach to mitigate hunger through the Accelerated Hunger Mitigation Program (AHMP).

    Information and Mapping System (FIVIMS) facilitated the identification of food insecure and vulnerable provinces, where the hungry and poor families are located. Results from the FIVIMS analysis show that 49 out of 77 provinces (63.6%) in the country are vulnerable to food insecurity in varying degrees. Only 13% (10 provinces) and 23.4% (18 provinces) were classified as Less Vulnerable and Not Vulnerable, respectively. The Philippines National Nutrition Council (NNC) in its role as oversight agency of the AHMP, recommended to the President and the Cabinet to target the 49 provinces ranked as highly vulnerable by FIVIMS for the AHMP. These 49 provinces are now the priority areas for AHMP implementation.

    FIVIMS Briefing Kit, Philippines
    In the Philippines, the FIVIMS Briefing Kit provides guidance on the establishment of a national FIVIMS. The Kit is made up of a series of information leaflets on basic FIVIMS concepts, approches, indicators, organizational/operational functions and a Manual of Operations.
